Any solution that doesn't include that doesn't feel like it's reflecting disability. For me, the biggest issue isn't 'should there be penalties' ; the issue is that 5E kind of breaks if you include any meaningful penalty. Other games w/ less focus on combat and better support, this isn't a problem

I think not using 5E is the biggest takeaway for it for me. 5E, and modern elfgames similar to it, have a strong assumption that all characters will be comparably good in combat, and it tends to have issues if that isn't true because of its high emphasis on combat and time that it invests in combat

5e, and honestly, most elfgames that primarily function as a combat engine, are games about causing violence and physical harm to an opponent, while mitigating physical harm to the party. Any state that isn't able-bodied is mathematically meant to be avoided lest it lead directly to a fail state
