A) They will find a way to use it on their own and they will do it without the teachings of an educator. B.) They will go out into the workforce where the tools are being used but they won’t have the experience of using them.
My theory would be that a lot of it is psychology. Stagnant wages in a service economy, with an unconstrained labour market, and little invested in training, has broken the morale of young people entering the workforce.
