Just guessing, but under the circumstances, probably Md. Code, Transp. § 21-502(b) "A pedestrian may not suddenly leave a curb or other place of safety and walk or run into the path of a vehicle which is so close that it is impossible for the driver to yield."
If you are a driver who doesn't want to hit people, and if you are driving near a school at arrival or dismissal, then you must slow down and watch out.
