Yeah, not only does it not make a distinction between allies and enemies currently, but the 2014 version did specify, meaning they removed the distinction between 2014 to now.
Yep, it's that, combined with the entry for opportunity attacks changing from the 2014: "You can make an opportunity attack when a hostile creature that you can see moves out of your reach" To the current: "You can make an Opportunity Attack when a creature that you can see leaves your reach"
It seems the D&D fight of the week is whether the 5.5 version of war caster lets you cast spells on allies.
