I think 13th Age did a better job of the language, although maybe that was mostly because it has fewer complex cases needed adjudication.

Like mostly just the GM? Even in trad or OSR games with a strong GM role, the GM should only be taking at most 50% of the attention.

Honestly the "supposed negotiation we believe is happening" is I think most of any RPG. We are just making shit up and through collaboration and compromise we manage to bring everyone's input into one shared fiction.

Honestly I then that might be the best option. I don't think you can codify what makes Discworld into mechanics.

I don't think the system will drag like opposed rolls often can because there's no maths. It's actually a little less detailed than you state too because the players never get a d8, the GM can give them d4, d6, d10 or d12 to then roll against their d8.
