Not a lot. Working backwards, about 3.5 pct points higher overall in 2005-06 than in 2007-08. Break in income survey continuity before that, but 1990-00 was about 3.5 points higher again. Between 1994-95 and 1990-00 dropped by about 7%.

You can fix this targeting efficiency problem, if you want, via a strong taper rate. But for equity reasons we should not place too much weight on a single poverty line, and for economic efficiency reasons, we don't want to create excessive poverty traps.
