Vance is so fucking stupid, he has no clue about what the duties of the job he's running for would entail. If he were to get it (he won't), as VP he certainly wouldn't be dictating policy about anything.
If Trump wins Vance won't be the VP for long. He will pull the 25th and The Heritage Foundation will be dictating policy.
