People have been noting this juxtaposition: we’re talking about American citizens who are caught in a dangerous situation not of their making *in both cases*. And yet both the tone and policy are quite different.

The thing about "just move away from areas where natural disasters are likely" this time around is I feel like "the mountains flooded" isn't really registering with people.
