Yeah. They want the stuff to stay rare so they can jack up the prices and all. It's quite frustrating, and good on Bethesda. MTG tried this with a bunch of the reprints, but if they actually wanted it to work they needed to distribute them in not Premium sets or as fancy reprints.
For what it's worth: the people mostly losing their minds are the ones that had money on the cards or played the competitive version of an intentionally casual format. The reasonings were, I think, the biggest issue. But most people who actually like playing the game don't seem to care at all.
