I rather suspect that the desperation for funds will take precedence over the perceived risks. Most of the institutions involved in large amounts of this activity are already well aware of the risks and that hasn't stopped them. This area is one where the B3 metrics should be applied now

It says a lot for the inadequacy of the OfS as a regulator that this has been allowed to go on for so long and still nothing is actually being done. It also says a lot about some HEI's senior management that they have so fully embraced this model.
