Hateful behavior and threatening other people is against TOS too, but almost everyone I've reported for throwing death threats I always get a "Nah, no violation found" in return. It's bullshit.
I was thinking you could post on AO3. They allow fanart too. You'd just have to use an image hosting service to host the images. I'm sure some exists that allow that type of fanart since there's others posting noncon fanart on AO3 already.
