I'm not a lawyer, but my understanding is that ECtHR rulings (unlike CJEU rulings for those in the EU) are not directly applicable within national law. The role is supervisory but that may itself be too much for some.
Thanks Cas. Interesting point about KPĆ, not elected to Parliament since 1959. I'm guessing it's a catch-all radical left party and that its name is just a bit of heritage. I would not say that of the PCF such as it still is, the PCP (CDU in Portugal) or the KKE, which never stopped getting elected.
