It's actually illegal in a lot of places too, but sadly difficult to enforce. You can set out cat traps and drop them off at whatever city shelter and the owner has to pay a fine when they pick them up. Some cities will spay/neuter them as well.
In other words, police pay a vendor to dispose of the guns, the vendor deconstructs them into parts, then sells the parts to a third party who reconstructs them into guns and sells them.
On a related note, a lot of the gun collection programs that they do give the guns to vendors who deconstruct them just enough that it's considered "not a gun" and then sell the parts, which end up back in the supply chain.
