That £22bn could have been put towards accelerating installation of solar or heat pumps. Not just via grants but by offering training to build larger workforce of installers. Solves a key bottleneck, creates more "good jobs" plus probably some economic benefits from people saving on bills.

Note: the two firms that stand to gain most from the UK £22bn CCS package are BP and Equinor, who are planning a massive new fossil gas power station in Teesside. This is explicitly highlighted in the govt case for the investment.
