Nearly a perfect shibboleth for English people and southern-hemispheroids these days.
(Though apparently it's been improving a bit again recently.)
To a first approximation, lots of input in the target language (which is somewhat comprehensible, passably entertaining etc.) is the only thing that matters if you want to learn a language. Duolingo is not that, and in fact has been optimised for user retention and $$$ over actual learning.
