Also worth noting: the Florida Supreme Court ultimately rejected Gore's request to recount only those four counties and ordered a full statewide recount instead. Their order for a full recount was what the U.S. Supreme Court quashed in Bush v. Gore. So SCOTUS did in fact cost Gore the election.
