The rule-following upbringing of the large population of ex-mormon/jack mormon drinkers, for instance as well. In another state people might drive more recklessly to avoid being pulled over, instead of curbing their drinking.
Utah isn't a useful test case. There are too many peripheral factors at play that wouldn't be in play for any other state. I mean, they make companies sell special reduced alcohol content versions of their products in the state, to name just one really weird rule around alcohol that they have.
