There is a deep disconnect between what they say and what they know. The whole Rwanda thing has little to do with managing migration.

Ideally, one would like to reassure these people that the worst won't happen. I think we can beat this, at least on the spousal visa side. But it won't be clear that we can for a while and they are rightly terrified.
