I’d agree with the asterisk “always and everywhere that there are reasonably reliable nonlethal means of restraining a dangerous person.” Which is always and everywhere in any modern society.
I don’t think this is actually true of embedded humans in their normal lives, but it’s a pretty good heuristic for social media.
