I think they're trying to preempt criticism they've gotten repeatedly in other places. Like I'm sure that MattY has been told he's boring roughly 100,000 times in his life.
Last year I got to round two for a role with a posted salary within my range and was told they wanted to move to round three for a different title which I had not applied for and paid 30% less than their posted salary for the original role. I doubt it was a mistake.

Imo the good thing about the extra steps is that it makes the statement so unwieldy that it's less likely for a person to post it a dozen times a day, blackpilling themselves.
