The bike lane ends half way thru and they are mixed in with cars and stuck in the same traffic. They just use the protected bike lane a block over instead.

You literally are describing a failed public transit system designed not for public transit but to actively discourage it. Instead of complaining about bike lanes existing maybe start complaining that the bike lanes aren't protected or connected and that the public transit networks aren't connected
