Brussels is not « francophone » it is constitutionally bilingual and in practice multilingual. You may hear less Dutch in the streets but it is very much there.

A dystopian nightmare. You could fit ten cars in there, carrying maybe 14 people to somewhere else and that’s somehow essential for the life of city centre businesses. Though most of the city centre businesses that claim that seem to be car park operators. Still I’m sure we can trust them.
