Ooof that's tricky, I do sympathise. It is possible to run off car park chargers (many accounts of people who do) and the like but I have to admit I wouldn't like to do it.
It has been a long time since 'road tax' has gone anywhere near the roads except by accident. Whilst I agree that EVs should pay tax (and next year, we will btw), charging by weight (in the UK at least) feels very much a fossil fuel play. stopburningstuff.org/myths-facts/...
