Whenever there's graffiti there's always damage and a cost to clean or remove the graffiti. Bridges, buildings, park benches, railway carriages, lampposts and everything else that is defaced by graffiti is owned by somebody or entity. The police don't investigate and the CPS doesn't prosecute.
