If you look at European figures on FTTH lines roll out, the big surprise is the majority of lines is from non-incumbent operators. With the GIA we'll get very interesting debates, but the obligation to be "fiber ready" put on developers enforces them to pay restoring pre-liberalization practices.

Deutsche Telekom as wel as BT in the UK have stalled FTTH, while talking a lot about their big investments. They avoided confessing most of their annual "new lines" are paid for by the "first time connect fee". But entrants who rolled out FTTH had to connect for free to compete with cable and DSL.
