Oh yeah, I am okay with that too, especially with pedestrian safety and the high belt line on these things. Trucks and SUVs being exempt on those is infuriating. Honestly, the schtick about GVWR/GCWR is more to go a step beyond efficiency, but also wear and tear on the road.
Here's a small partial solution: Start taxing cars by GVWR, or better yet, GCWR. Easy to do. It disincentivizes trucks and SUVs. Is it too late? Sure! Everything is. But you still start somewhere. "Gradually" is how you change society. Implementable good is better than unimplementable idealism.
