And the thing is there are tons of villains in DC I think -could- carry their own movie. Luthor, Mister Freeze, Sinestro, even Gorilla Grodd. Joker however is too much of a foil for Batman and the things that keep him working despite his overuse is things like not knowing his origin.
My thing is The Joker is a bad character for a character study because he exists purely as a response to Batman. I can see movies about Luthor, Doctor Doom, or Gorilla Grodd without their heroes but Joker's entire thing is obsession with Batman.
