Oh, and of course, the developer will have to do something that makes money, as with the original Harborplace.
Let me tell you about Harborplace. I think people would like a great public park there, like Druid Hill or Patterson. But the city doesn't have the money to do that and would not know how to do it. So what we will get is whatever deal a developer can cinch with the city.
Yeah, in a semi functional Harborplace or in Harbor East it would’ve fit right in

They had to because the zoning of this site is enshrined in the city charter. A ballot question/charter amendement in the late 70s allowed some retail, which made the existing Harborplace project possible. The group trying to redevelop it now (MCB) wants to build housing, thus the charter amendment.
The anti-Harborplace 2.0 crowd won’t be satisfied until the Inner Harbor is perpetually stuck in its 1980s form.
