Just on allocating, we could shift to LPAs deciding if/where they want to delegate (which can be v helpful), ending pressure from pushy parishes leading to strange things like assigning a number that is the capacity of sites the LPA knows will be allocated. Would need to look at the para 14 carrot.

My biggest concern is that someone who (the court has found) has capacity to make or redact an LPA, and who chooses NOT to redact her LPA, can - in effect - have parts of her LPA redacted against her wishes.
