While it is not an instantaneous button, it does seem like enforcing the Leahy law and cutting off aid to the IDF would have some long-run effects on Israeli policy.

I think Harris—having been undermined, disrespected, and attacked by Netanyahu and his right wing goons—will be completely unconvinced by Israeli appeals and obfuscation. And unlike Biden, she probably won’t ignore Congress on the Leahy Act.
Which is precisely why I reject the characterization of voting for her as “supporting genocide” when I think a Harris Administration is more likely to remember that the Leahy Act is a thing and reject the rationale of “preemptive self-defense”
