The problem is that there isn't really a path towards reform that doesn't... in some cases... travel through abolition or at least wholesale replacement. Given how cops will fight this tooth and nail, you might have to do a Leninism to even get some technocratic reforms.
Is it Leninism or Trotskyism which is all about the need to close roads? I can never remember.

Socialism would be great. Leninism/Stalinism, not so much.
