Basically ISPs are already collecting metadata about connections. It can also be bought in bulk from multinational companies that buy the data from thousands of ISPs. Basically almost all regular VPNs can be unmasked by using either Deep Packet Inspection or by buying netflow data from companies.

the best implementation I ever read about was Zoom building a heavily protected inline decryption loop storing a limited number of seconds to analyze video content in the netflow, the solution was elegant but holy crap the level of effort required was massive.
