Just to add to this: As a consultant I'm considered a 'good / service' under the 2014 GFS. TBH this kind of makes sense give some of my past clients ;) #PFM

This is niche and likely only for those following the #PFM tag, but I wouldn't have guessed that wages that relate to capital construction would not be considered as an 'expense'. The GFS logic is that the workers are paid a salary and the government receives a non-financial asset in return. 🤔
