I'd also argue that, as opposed to say a fast food joint, healthcare facilities have a demonstrated need for provided parking given that people often have in- and out-patient treatment which might numb them, put them under, or otherwise put them in a state where they need personal transportation.

Can’t help but wonder if this was a council initiative or a staff recommendation? In Bend we got some pushback initially for eliminating parking mandates citywide but surprise surprise parking is still provided, it’s just the government isn’t the one deciding how much!

And actually, because tennis courts are a separate use in the code, that would add another 24 spaces on top, bringing the total required parking spots to 240, nearly 3 times what is there today!
