I don’t think the Gove link is correct - it became popular after the abolition of Y9 SATS in 2008. New GCSEs were in 2016, by which point 3-year KS4 was already widespread to the extent that by 2019 Ofsted were acting to discourage it through new inspection framework.

The oldest *big* working sat is probably TDRS 3, launched 1988, although it is basically in storage, same for a couple of late 1980s NRO sats. The oldest large (> 1 tonne) Earth orbiting satellite that is still in operational service rather than reserve storage is HST!
It's a very grey area. There are abandoned sats with radio beacons still operating and transmitting at least some of the time, picked up by radio amateur observers. Transit NNS O-2, launched Dec 1964, is the oldest of these. As noted by others, AMSAT-OSCAR-7 (1974) is the oldest still in real use
