It's being sent from an m365 tenant using their admin domain (they haven't setup a custom domain) so that's why dkim passes, you're allowed to do that, onmicrosoft.com is a shared domain. No idea why the spf failure in there from google is present.
You want a rule like 'Authentication-Results' header contains ''spf=fail" and Is received from 'Outside the organization' And then for Do Set the spam confidence level (SCL) to '9' and set message header 'X-ETR' with the value 'Bounce SPF failures' and Stop processing more rules

Google and Yahoo and Microsoft going hard on DKIM/SPF at last is going to be a nasty surprise for a lot of IT people who ought to know better and DNS records shouldn't be that scary to that many IT folks
Hard or not, if I didn't know any better, I'd get a little spooked adding a DNS record to an important domain. I have to assume DKIM/SPF isn't set up right for these people either.
