I worry about that too. I should learn to take the hint that sometimes a submission just doesn't interest the community.
PCI-RR are generally flexible with regular reviews, but not with scheduled reviews. The idea with those is to offer authors more control over the review schedule by everyone agreeing in advance on the submission/review schedule. But there is no obligation for reviewers to accept!
