This hazelnut cultivar with curiously twisted branches is known as Harry Lauder's Walking Stick. I suppose it does make nuts, since I can see a few of the little red pistilled flowers on the branches, among the soon to open male catkins. It is a moderately popular ornamental in Seattle gardens.
