Virginia Hewlett Douglass (1849â1889) was an African-American suffragist. Her husband was Frederick Douglass Jr. She signed a petition organized by National Woman Suffrage Association, & she wrote a letter to the editor of the Washington Sunday Item newspaper against school segregation & prejudice.

Now, you could say there's then a subsequent act of the whole polity ratifying those old provisions as our own, once we have more-or-less universal suffrage. But it's tough to pin that act down, and in general that style of thinking just pushes you toward textualism instead of history
