It was made in the mid 80s to help with flooding, then salination (and burrowing crabs) destabilised the banks and killed plants & trees, until the tidal barrage was installed. A cool thing is that it keeps rubbish out of the estuary and there are plans to install a litter boom ohrn.nz/litter-boom/
