You can buy 2.4ghz transceivers for pretty cheap. They have pretty low latency, so you could get a decent fidelity of measurement over a fair range of distances. Unless you're looking for a really small drop.

A technician license grants you privileges to transmit on VHF and UHF frequencies, which commonly accessed and used by handheld radio transceivers. You can communicate within a few miles with other HAMS, and further boost your signal by using a nearby Repeater (there probably is one near you)

I do know that a NPO independent from Starlink who’s mission is natural disaster relief provided a lot of Starlink transceivers to aid in recovery. Based on the coverage, they bought them out of their own budget, and also bought prepaid debit cards to cover service activation.

One of the fun things about HAM though is that there's a tradition of homebrew equipment, plenty of project rigs that you can assemble yourself from fairly cheap parts. And now that it's losing popularity, my guess is that you can find used transceivers very cheaply.
