The captain and political officer of the sub wanted to launch a nuclear tipped torpedo. Arkhipov, who was equal in rank to the captain and the overall commander of the flotilla of subs, said no.

His name was Vasily Arkhipov. He was the overall flotilla commander of a group of Soviet subs during the Cuban missile crises. The sub he was on was found by the USN and they were dropping signaling charges. The kind used in training.
