If by "counted" you mean people mark that there's been "x invalid ballots" then yes, probably. If by "counted" you mean "there is any chance of it having any effect on the outcome of the election," the answer is "no" like in most places.

Yeah I actually think this is mostly true, in which case I think it is better to spoil your ballot in most states (I am assuming that these get counted in the US which I am happy to be corrected on if false)

Brazil is the same way, they don’t declare winners until all the vote is counted, even if it is obvious (like a guy winning 75-25 with 80% counted). Of course, here, we are able to count 100% of the vote on election night, so that helps.
