I’m not a dev, and I’m not sure if this will be of any help at all, but rivals will usually have final stage early route Pokemon (Dubwool, Staraptor, Stoutland, etc.) so if you’re looking for coverage for the player’s starter, maybe one of the early normal-types can learn it?

Yeah, I didn't have much candy to spare so my Charizard was only just evolved at 1600, with Dubwool (900, w/ Wild Charge though) and another Charmander (600) essentially to take hits and farm energy. Was just short of the 4th dynamax that would've finished it, but it was a slog
