They eat the excess Morlocks, it's simple math.

Unfortunately, humanity is not doomed. We'll mix savagery with resourcefulness and technology and the species will come through. Even if we have to live like Morlocks. I don't mean you and I--I mean enough humans to scrape by and start over and, short of some excellent mutation, do it all again.

Morlocks need a way to get around too. Tunnels will be good.

Oh Anathem is one of my favourites of his. And yes, there's a whole "Eloi and Morlocks" thing in a lot of his stuff, particularly in the last twenty years (it's all over Fall, Or Dodge in Hell as well, for example)
