I’d have to read the specific case but as the qualifications clause of the constitution goes, state ballot access laws do not in general violate that. See Storer v. Brown, 415 U.S. 724 (1974); Munro v. Socialist Workers Party, 479 U.S. 189 (1986); Fishman v. Schaffer, 429 U.S. 1325 (1976)
