the NEF study is definitely based on leasehold FOIs. Only study I'm aware of that's looked at houses (and matched quite detailed RTB and LHA data) is this one on Renfrewshire, which is perhaps not the most representative geography (and no longer has RTB!): eprints.gla.ac.uk/69908/1/id69...
