That's right, there were Chester meets as early as April 2000. There was a North West Furs group before the NorthernFurs mailing list was set up. Before then there were the LondonFurs (1998) and one off meets in places like Oxford and Portsmouth.
First/earliest furmeet in Manchester was 26 August 2000 by the then newly formed NorthernFurs group.

I understand there was at least meets in 2001 via archive.org's record of NorthernFurs, but I don't know beyond that
