There are some absolutely batshit pterodactyl things that have springy tentacles instead of legs I think they're meant to be lovecraftian but they're about as menacing as anything filmation came up with 20 years later for He-Man So in short, not
the pinkie bones are moved out like a pterodactyl but in the shape of bird bones, so there's opposable thumbs and wing control, it will be a little awkward for a harpy but it feels very doable
i might have to go with more pterodactyl hands where the pinkie is stretched to be the bones that control the wings and have human shaped hands that look like bird claws
