Perhaps smaller "ShinGoji's" made of the dead form at 1st and resemble other Toho monsters muddying the water that it's indeed Godzilla. There's also the read that ShinGoji was attacking cuz it absorbed Goro Maki & was his vengeance. Perhaps someone upset with the govt gets GOJVID & does the same.

Perhaps a single human form Godzilla escaped or the frozen Shingoji is slowly decaying into the air, but either way a Godzilla based disease is spreading and the government won't accept it because "they beat Godzilla" already. As the bodies pile up they begin to reanimate into a new ShinGoji.

I'm still not entirely sure how I feel about Toho abandoning suit actors in favor of CG, but it's clear they're making the most of it creatively. The things they do with both ShinGoji and -1 Goji (do we have an official nickname yet?) would be tricky to accomplish with a suit.
